FIRM PROFILE

The Law Firm of Green, de Bortnowsky & Quintanilla has, since its inception, primarily represented public entities in connection with municipal law, redevelopment, public finance, land use and environmental litigation.  The Firm has practiced under several different names since its inception in 1980, and was most recently known from 1990 until the year 2000 as Sabo & Green.  In November of 2000 the Firm assumed its current structure and was renamed Green, de Bortnowsky & Quintanilla.

The Firm maintains two offices, the newest of which is located in the Coachella Valley where the Firm serves as the City Attorney for the Cities of Cathedral City, Rancho Mirage, and Victorville, the City Prosecutor for the City of Calabasas, and  the General Legal Counsel for the Southern Coachella Valley Community Services District.  The Firm's main office is located in Los Angeles County, from which it serves such clients as the Pomona Redevelopment Agency and the Community Redevelopment Agency of the City of Los Angeles.

Over the years, the Firm's practice has expanded and diversified beyond municipal law, redevelopment and public finance to encompass a variety of related practice areas.  To accommodate this expansion and diversification, the Firm actively recruited attorneys who not only possess the specialized knowledge and skills necessary to provide the Firm with the needed expertise in a new practice area, but also possess the ability and willingness to provide sound legal advice to City or Agency staff in an efficient and timely manner.  Moreover, since all of the Firm's ten attorneys and two paralegals practice almost exclusively in the public law area, the Firm is able to provide its public agency clients with an accumulated depth of expertise and experience that most larger firms, with their more diverse and often conflicting practice areas, cannot match.

Since its formation in 1980, the Firm has purposely limited itself to representing primarily governmental entities rather than the private sector.  The attorneys of the Firm serve as city attorney, agency counsel, special counsel, litigation counsel or bond counsel to a variety of public bodies.  By limiting its scope of representation in this manner, the Firm has maximized the ability to serve its governmental clients over the long term and minimize the threat of having to unexpectedly withdraw from representation due to possible conflicts of interest.  This strategy has also allowed the Firm to remain focused on governmental law, which in turn allows it to provide prompt and reliable advice regarding proposed and/or new legislation.

The Firm's history of serving governmental entities is accompanied by a history of providing legal services in the most economical manner possible.  The Firm has adopted a business strategy of having offices located in close proximity to its clients, rather than one consolidated office.  These offices are selected for their convenience to the Firm's clients and are located in modest office complexes rather than expensive prestigious high rises.  Through this strategy, the Firm is able to provide services at an affordable rate without sacrificing quality.  The Firm's offices are fully computerized, networked through a wide area network and staffed with highly qualified attorneys and well-trained staff. This strategy also enables the Firm to offer highly competitive rate structures and accessibility to attorneys and staff assigned to particular clients.

The Firm is committed to providing the highest quality service to all its clients in a timely manner, and recognizes that the quality of its services is dependent upon being responsive and available to its clients.  The Firm acknowledges that its continued success depends mainly on the success of its clients.

As a service to its clients, the Firm often offers seminars and workshops, at no cost to the clients, in various areas of interest, which have included civic leadership, Brown Act issues, conflicts of interest for public officials, employment issues, such as discrimination and sexual harassment, redevelopment law and public finance.

In sum, the Firm sincerely believes that its extensive knowledge of  governmental law, specialized expertise with redevelopment and various areas of municipal/land use/environmental law, varied experience in representing a diverse array of agencies and uncompromising commitment to representing governmental entities uniquely qualifies it to offer public agencies the timely advice, quality service and most cost efficient legal representation that enables its clients to be successful in achieving their goals.
